Can I apply for a passport for my husband while he is in Iraq? - power of attorney for marriage license
I have power to him. I am not sure that a picture good enough. I am not a government or military ID for him. I have a driving age to him, but not current. I have our marriage certificate and birth certificate. Never before had a passport.
If you do not apply to him, could his parents? He was 24 years.

A U.S. passport must appear in person, because your signature is required on the application. However, if the services for U.S. troops in action are created. Someone at the base must indicate in the right direction, it has been treated during the arrival.
Typically, you go in person to the first time, I think. http://travel.state.gov/passport/get/fir ...
However, I do all sorts of things people in Iraq. I'm pretty sure he would be able to get there. It took still photos.
